It depends on whose laws. Politician always shapes the laws to their fit, or for their benefit .
Laws are made by humans... so don't expect them to be fair, and by the way i think that more than 90% of people's each country doesn't know more than 1% of all the laws written every years. In the end, how can we follow law that we don't even know?

Playing with nuke is like a battle to the death, once triggered you can't stop it. But you can blow up the economy of a country(stock and hide resources , raise its cost), drop its value and slowly buy it bit by bit. The problem is when you blow the econmy of a country, you endanger its people. Then starts the game of "Who is responsible for that?" and everyone starts to hate everybody, they come up with stupid ideas to gather, and then starts the fight.
And for China and Japan, there always has been tension between the countries, but both are really important to world economy... so a war would be a suicide for both of them.
Well in the end that just my point of view, we are already in war, but instead of killing people, you starve them, steal them and frighten them so they suicide themselves.
well a mole fight can be fun... but interesting its another thing. sand box games are always addicting, wonder why people bother so much on scenarios when they can spend tons of hours digging...

it seems the story is multi layered and complex, and quests are far from being "Good Guys vs Bad Guys".
Currently i'm the good guys who beat the bad guys, bad monsters, wanderer with blue caps, robots, stranger who stalks you from behind, and i steal the poor, the rich, the corpse..... quite everything.
though 72 was the last chapter of ux2... when he got time i hope he make progress in legend of main, aflame inferno and phantom king. Its cool to produce lot of manga at the same times.... but mangas without ends always leave a bad taste.

Maybe they spend to much money on the process (judge, papers...) and its was not worth it. Nowadays a lot laws and their applications are reduced to a matter of money. Someday we will think, "well if i steal a tv it will cost me 1k, and if nobody find me its free, great".

That makes me remember when my motherboard's fan exploded because of dust, or when my screen shutdown forever while i was playing c&c generals. Nop. And there is no good news, Windows XP SP2 and below which are not supported have the lnk vulnerability, so you can get hacked anytime. Else for the others version their is an update and *badass* fixes.
